Within the proper context however, many of these were sensical. Peter I, for example, didn’t implement the beard tax just because he personally didn’t like beard per se, but rather because he felt that in order for Russia to be taken seriously by the west they needed to adopt various western customs. The beard tax was merely incentive for the people of Russia for westernization.
